CME street art

I love street art, but sometimes, just like with art in a museum, I don't understand what it means. Such is the case with this piece I've run across in my neighborhood. I've seen the same picture painted on several lamp posts in Honolulu. I looked up CME, and it's an eye disorder. That explains the eyeball, sort of. But, what's with the Mickey Mouse body? I don't get it. Same goes for "Straw the Police Noise." Still don't understand that one.
